Request For Quality Base Proposals from Architect/Engineer Firms for A/E Services

The Housing Authority of the City of Kinston (KHA) hereby requests proposals from qualified Architect/Engineering firms to provide A/E services. The services contemplated are related to a residential structure rehabilitation project. Services shall include but are not limited to, preparation of drawings, specifications, site plans, structural engineering, landscape architecture, cost estimates, bidding and contract administration as specified by the KHA, inspections, and other duties to be designated prior to the award of any contract. All services must be performed in compliance with HUD Handbooks 7460.8 rev. 2 and HUD Handbooks 7417.1.

Proposals will be accepted no later than:

5:00 PM on Monday, June 5, 2023, at 608 North Queen Street, Kinston, North Carolina, 28501.

Proposals may be mailed to post office box 697, Kinston, North Carolina, 28502, for the attention of Jennitra Veal or emailed to Jennitra Veal.

Proposals received after the specified time will not be considered. The proposal envelope shall have on the front cover the following information: Proposal for a/e services with the firm's name, address, and name of contact person on the face of the envelope.

Purpose: the purpose of this solicitation is to provide the KHA with a qualified architectural and engineering firm to perform services on an as-needed basis.

The KHA reserves the right to waive irregularities, to reject any or all proposals submitted, and to award a contract in the best interest of the Housing Authority.

Proposal format:
The proposal must include, at a minimum, the following:

  1. Summary of firm's qualifications to perform services requested.
  2. Description and resume of all key personnel and anticipated supporting personnel to be employed on a project.
  3. A certified statement that the firm is not, nor has been debarred, suspended, or otherwise prohibited from the professional practice by any federal, state, or local agency.
  4. Any additional information that will assist the authority in evaluating the firm's capabilities to perform the requested services and general responsiveness to the RFQ.
  5. Proof of required insurance.
  6. Provide at least three (3) references, including the name of the company, address, contact person, and phone number.
  7. Submit three (3) copies if submitted in person or via mail, and one copy if via e-mail.

Scope of work:
The a/e firm shall be qualified to provide architectural and engineering design services necessary for planning and the design of various projects, e.g., various administrative or maintenance buildings, single-family homes, and apartment complexes, where separate orders would be negotiated for each project as the need arises. The firm must be able to perform the requirements of labor relations (employee interviews, payroll reviews, etc.). The firm selection remains entirely at the discretion of the KHA.

Insurance:
The architect/engineering firm is required to provide $500,000 workers' compensation, $1,000,000 comprehensive general liability insurance, and $1,000,000 business auto liability stating the Kinston Housing Authority as additional insured.

Withdrawal of proposals:
Proposals may be withdrawn by written request prior to the deadlines set, after which proposals will not be accepted or considered. Proposals may not be revoked or withdrawn after the time set for the opening of proposals but shall remain open for acceptance for a period of sixty (60) days following such time.

Award of contract:
The contract award will be awarded to the a/e firm for a one (1) year period and may be extended for additional years renewals not to exceed five (5) years. As the need arises, a scope of work will be prepared for a specific project. Negotiations will then take place between the KHA and the A/E firm.

Evaluation factors:

  1. Evidence of the architect/engineer's firm's ability to perform the work, as demonstrated by resumes showing the principals' and staff's professional and technical competence, experience, abilities, and the firm's facilities.
  2. Capability to provide services in a timely manner.
  3. Evidence that, where design work is involved, the a/e is currently registered in the state where the project is located and carries errors and omissions insurance (note: this is a yes or no criterion if the answer is no, the firm is disqualified).
  4. Past performance in terms of cost control, quality of work, and compliance with performance schedules and budget constraints.
  5. Demonstrated knowledge of local building codes, licensing, and permit requirements.
  6. Certification regarding debarment.

Interest of members of Congress:
No member, officer or delegate to the Congress of the United States of America or resident commissioner shall be admitted to any share or part of this contract or to any benefit to arise therefrom, but this provision shall not be construed to extend to this contract if made with a corporation for its general benefit.

Interest of members, officers, or employees and former members, officers, or employees:
No members, officers, or employees of the authority, no member of the governing body in which the authority was activated, and no other public official of such locality or localities who exercise any functions or responsibilities with respect to the project shall during his tenure, or for one year thereafter have an interest, direct or indirect, in this contract or the proceeds thereof.
